A Pesky Propaganda
You easily find some cheap lodgings, but they do not meet your standards, after two days, an envoy comes from the Blackport, and delivers a package with a letter. The letters states that the police force can send no further people to the Capital for the purpose of this investigation, but there is no limitation to using those agents already in place (the word “agents” surprises you somewhat, you are technically not an agent, and you were not aware of anyone else working for the police force here). The letter goes on to state that you are “not” being promoted, you are not being given new instructions, you will not be officially given a place of lodgings should you accept, you are not being told that there is another cell of agents working parallel to yours, and that the following locations are certainly not dead drop locations for you to communicate with the other team. You are definitely not investigating a case that the Constables have closed unsatisfactorily, and you are not to share any and all information on the case with the other team. If you were to do any of these very illegal (in the Capital Below, but legal elsewhere) things, you would be immediately disavowed, unless of course the case was resolved and you were to return to the Surface, in which case you would be greatly rewarded, but these hypotheticals are not noteworthy.
The package contains many papers detailing the attacks, with notes scribbled in the margins trying to figure out where the attacks are coming from, if they are targeting specific groups, and eventually tying it to the same symbol you found and now have burned on your hand, the note taker writes that it is from some elemental cult, but they seem confused that the symbol is occurring in the Neath, as the cult is mostly on the Surface, and for the most part, harmless compared to other cults around. He begins detailing a plan to investigate some of the less civilized areas of the Capital Below, finally ending with another letter to you (assuming you are the “Lawful Agent” of Asmodeus) on the bottom.
“Hello Lawful Agent, I hope you have not been trying to read the nonsense scribbled on this package of kindling I sent you, this package contains only KINDLING, no notes or letters, which would of course be subject to the Ministry of Public Decency. Anyways, I would love to meet with you, but I was informed you were not told of locations to leave letters for me, if you were to know such a location, I would say that the two places we most would need to investigate (if we were investigating) would be either in Bugsby March or the Forgotten Quarter, and I would recommend you leave me a note saying which you will travel to. Alas, such is not our luck,
